Does this have the TPM enabled? Is it only happening on one device?
Have you tried deleting the device from Intune/Azure AD/Autopilot and reimaging it and testing it again?

To clarify this issue, please tell us which the version of the device. And for autopilot issue, it is needed to check if there is more detailed error messages in logs. For user-driven mode, it is suggested to try to press Shift+F10 and run the following command to collect the log.
mdmdiagnosticstool.exe -area Autopilot -cab <pathToOutputCabFile>

Lu Dai-MSFT 22,901 Reputation points • Microsoft Vendor2022-01-25T03:06:20.727+00:00 @Richkm Thanks for your update. If we want to check intune enrollment logs in event viewer, the logs in "Applications and Services Logs > Microsoft > Windows > DeviceManagement-Enterprise-Diagnostic-Provider > Admin" is more helpful.
Please understand that for such kind of issue, we may need more logs to analyze the whole process to find the root cause. With Q&A limitation, it is better to create an online support ticket to handle this issue more effectively. It is free. Here is the online support link and hope it helpful.

@Richkm I have researched this issue again and it usually installs intune management extension(IME) agent in "preparing your device for mobile management" process.
To check if IME is installed, In CMD window, please type in regedit to check with the registry values like below:

HKLM\SOFTWARE\Microsoft\EnterpriseDesktopAppManagement\<SID>\<MSI-ProductCode>
See if it is similar to below sample:
checked in one errored device win2004 no any entry EnterpiseDesktopAppManagement created at mentioned location
@Richa Kumari Honestly, there is no helpful information I can share with you. For this strange situation, the best is to probably open a support case to get more accurate help. Here is the support link:
