Error setting TDE on Dedicated SQL Pool

I get the following error when enabling TDE. No other information is shown.

    Its West Europe and the database is not paused.

    That's literally all the information it gives me so not sure where to go from here.

    Yes, owner permissions on server and database.

    Actually, I attempted it again, just so I could generate the error to submit a ticket and it worked that time. That was out of hours, so maybe there was activity locking the DB.

    I will now do the Production database. I will do that next weekend.
