Incase of region failure how will I access those backups from secondary region , if i cant see them on the portal.
You won't see the secondary region option unless Microsoft declares datacenter failure. This is exactly the cross region restore (CRR) is for.
Azure Backup uses Recovery Services Vault to hold customer’s backup data and offers both local and geo-redundancy. To ensure durability of backed up data, Azure Backup defaults storage settings to geo-redundancy, and the backed up data in the primary region is geo-replicated to an Azure-paired secondary region. However, the data that is replicated to the secondary region is available to restore in the secondary region only if Azure declares a disaster in the primary region. With the introduction of this new feature (**CRR), the customers who opt-in for this feature can initiate restores in the secondary region at any time.**

You can simply follow the restore process to get back your data. Because your VM is already backed up to Azure (Recovery Services Vault (RSV) meaning your data is safe in the Azure cloud. You can read more here - Backup and restore plan to protect against ransomware

One more clarification required.
Incase of a ransomware or any other issue that brough our services down in the primary region and it was not due to a natural disaster or a power failure, how will we inform Microsoft or what will the process be to make our secondary region backups available. I just want to understand the process.
That's the main purpose of introducing Cross Region Restore. If you have CRR enabled, you can anytime restore your machine to a secondary region irrespective of whether there was primary region failure or ransomware attack, you can perform restore operation and you will get secondary region availability to restore to.
