Unblock app registeration from sending/receiving bulk email - Wordpress WPMail SMTP

I have a WordPress with the WPMail SMTP plugin and Microsoft 365 integration. I am trying to configure this in conjunction with my webhost to send email from my site, through M365. After creating the app registration in Azure, delegating access to send mail, and adding the relevant information to (app ID, secret, etc) to the plugin, following the setup documentation, the email still fails.
I was asked to contact Azure support and "unblock" the IP address or app registration and allow it to send/receive bulk email. In reality this would be 2-4 emails per day. Before I shell out $100 for a support contract, is this something I am able to do myself or is this something Azure support can even help with?
