Xamarin.Android Build Failing when referencing Binding Library

Question

Both creating the Bindings Library and using the Bindings Library were successful.
App accesses methods in the .aar, Compile and run the project but I get a build failed as per below.

Compile Android version is API 30 and minimum is API 21
