Looking to transfer subscription out of my organization, but option in menu missing

Hi folks,
I'm looking to transfer a subscription out of my organization. All the documentation I read talks about a "transfer" option in the Subscriptions menu... but I can't see it. I feel like I'm missing something obvious.
Can someone point me in the right direction?

    I created a new subscription and I am the global admin (and billing administrator) on that new site. I can see the transfer billing button. Only the billing administrator of an account can transfer ownership of a subscription. If you're an Enterprise Agreement (EA) customer, your enterprise administrators can transfer billing ownership of your subscriptions between accounts. Check the below site for more details.

    Since the transfer is from one organization to another organization, you can raise a support ticket to move the transfer. You need to provide a few details to the support engineer (such as Current account admin Name, Current account admin Email, New Account Owner Name, New Account owner Email, Current Subscription ID, Billing address, Subscription Address, Company name on subscription). As a part of the new process, the support team needs to get approval from the source and destination admins shown in the SOT form to proceed with the transfer request.

    Just a final update on this issue. I was able to contact MS support. They pointed me to a buried context menu link on the subscription profiles page. See pic. This allowed me to change the billing for a subscription (which was sufficient for my needs168531-pic-of-context-menu.pngds).

    @Sam ,
    I doubt you have the required permission to do the transfer. I am the global admin on my subscription, and I can see the option for transfer. Can you please confirm what access you have on the subscription? Thanks.

    Thanks for the reply RaviKanth-5629,

    I'm setup as the Owner of the subscriptions. I can reproduce my issue very simply. I go into the Azure Subscriptions menu, and create a brand new subscription. The menu for my new subscription, I'm naturally the owner, but can't transfer.

    Oddly, I have a free Microsoft Partner Program subscription (which I don't want to move). Where the subscription was auto-setup with me as a "classic administrator". On that one, the menu on the subscription screen looks different, and I can see the transfer option. Of course, this isn't the subscription I want to move though.

    I can add myself in the Classic Administrator menu as a "co-administrator". But that didn't add the menu options for transfer.

    Can you try to create a new subscription in your azure and see if the transfer menu appears by-default... or do you have to self-elevate somehow to get the option? I really appreciate whatever help you can offer.
