Why am I not getting a response to my Account recovery form?

I am locked out of my personal account as my recovery email address is set as the same as the one I am locked out of. I have filled out an Account recovery form each day but I get no response even though Microsoft claim to respond within 24 hours. Meanwhile I have no access to the M365 services that I paid for. How do I get a response? How does this system work?
