Which version of Visual Studio are you using? Have you tried to run your VS in Safe Mode and create the VB project again?
Please ensure that the .NET desktop development workload is installed in VS installer > Modify.
If it has been installed, please uncheck and install the workload again.
Meanwhile, you can try to repair your Visual Studio.
