I think ddladmin role should be sufficient enough to import the excel. Could you please provide the screenshot of error message your are getting and which excel version you are using?

I have a user with ddladmin, datareader and datawriter permission, in the azure sql db, but yet they are unable to import a an excel via ssms. What role or permission must be granted explicitly. I have tried searching but nothing short of an db_owner comes up.
