I have a user with ddladmin, datareader and datawriter permission, in the azure sql db, but yet they are unable to import a an excel via ssms. What role or permission must be granted explicitly. I have tried searching but nothing short of an db_owner comes up.

I think ddladmin role should be sufficient enough to import the excel. Could you please provide the screenshot of error message your are getting and which excel version you are using?
@AnuragSharma-MSFT - On further checking, it was identified that the user was setup with an MFA login and they were trying to use a SQL login. Is it possible to do an import of a flat file via MFA login ?
Sorry for the delay, Yes importing a flat file will work as well through MFA login. It will be similar to any user. I tried and was able to successfully load the data. However importing a flat will create a new table. Please let us know if there is any error faced.
