Hi anonymous user,
If all you want to do is server static HTML content to a website, then Azure Static Web Apps is what you want to be using as that is what it's intended for. However, if you're intending to use a Linux VM, then I would verify your Apache configuration. I'm not well knowledgeable in how you configure Apache as a web server and accept requests, I referenced some links down below that should help. In addition, I added the azure-virtual-machines tag so that you can better assistance regarding that setup.
