Can I run a html from a linux instance, and see it on the internet?

How can I run my html in this instance, on the internet so I can see the changes I make to my html page right away using the public ip 20.127.116.200 that was assigned to this virtual machine.

If all you want to do is server static HTML content to a website, then Azure Static Web Apps is what you want to be using as that is what it's intended for. However, if you're intending to use a Linux VM, then I would verify your Apache configuration. I'm not well knowledgeable in how you configure Apache as a web server and accept requests, I referenced some links down below that should help.
