I tried several times to create an Azure SQL DB with VM but I every time I got different errors.

Not sure what you are trying to achieve?
Do you want a cloud database(Azure SQL) or do you want to set up IaaS SQL server or SQL managed instance?
And what are the error you are getting and which blog are you referring to?
I just want to have an Azure SQL DB on a VM. The only thing I did is using the assist you see in the screenshot.
