Unable to open .msg file using console application

Hi,
We have developed a console application to open msg files in outlook using c#.
The application is working fine while trying to open the file for the first time, that is when all the instances
of outlook is stopped.
The console application also works perfectly if outlook is already running in the background.
But if we have closed the outlook once and if the console application is triggered again
the mail item is not getting opened. Please suggest a solution.
