Dial in room at anytime

We have times that we will send out a text to 25 people that they need to call in for an emergency. Right now we use WebEx, but would like to use teams. We do NOT want to have to create a meeting every time, and we want to always use the same phone number. Is this possible? As it work now, everyone gets a text that says to call in, and we have a designated number that they all know to call into. They all end up in a conference room so they can discuss our path forward. We want to be able to do the same with Teams.

It seems possible if you set up an audio conferencing for Microsoft Teams. Meeting attendees who dial in don't need any licenses assigned to them or other setup. Anyone who has the dial-in number and conference ID can join Teams meeting. For more details about how to set dial-in number in Conference bridge, you could refer to this article.
