API Token Error,

Our DB Admin is trying to write a script in Python, for our online database, to view a document when you click on a hyperlinked file from Sharepoint in our web based databse but he gets the following error. (See attachment)
He asked me if I could create a specific user or some way to issue tokens from SharePoint for this script. We are both not sure where to go from here.
