Power BI without Office 365 sub ?

Hi,
I am about to deploy Power BI in my company to share reports with my team.
I understand that all users / viewers need a Power BI Pro licence, but I don't understand if all of them also need an Office 365 subscription? Or can they just get the Pro licence with their Outlook email?
