Is Visual Studio BuildTools free for use?

So, I want to install VS 2019 buildtools within a docker container. Since this is docker, I don't need IDE. I only need everything vs_buildtools.exe installs and some additional C++ packages and windows sdk that can be added through vs_buildtools. Wondering if I need to have licensing or can just freely download the installer and install buildtools within my docker container?

Use of this tool requires a valid Visual Studio license. Since it is free to download, I think the license is needed for partly situations, I suggest you confirm this by calling 1-800-426-9400 and ask directly to Microsoft licensing specialist(Monday through Friday, 6:00 A.M. to 6:00 P.M. Pacific Time).
