I want to test unexpected shutdown for virtual network gateway.

I am using VpnGw1AZ.
I want to measure how long it takes for connectivity to be restored in the event of a zone failure in Azure.

The Reset menu of the Virtual network gateway in the Azure portal is expected to perform a planned replacement.

I want a situation where the active Virtual network gateway shuts down abruptly.

Is there any possible way?

There is no way to "stop" this service on command. The reset gateway option is probably the closest you can get to testing this but if you perform this action twice in quick succession then it will reboot both instances of the gateway. See below.
