We now have some devices in SCCM showing as online, however there are number of devices that are still showing as offline (with ? or x next to the icon).
We have tried pushing the client\doing a re-install, did not fix the issue.
We have double-checked the boundaries and they are correct.

Are you able to ping these devices?
Are you able to ping the server from the client?
I can ping the server from my PC and the my PC from the server.
Have you tried updating client?
Have you check the event viewer and there might be some clue there.
Take a look at Log files for Configuration Manager, take a look at:

Is these Ports 10123,80,443 are allowed between client and SCCM server?
