I have used the custom rules a few times but cannot seem to see the 'current user is member of group...' and 'current user is not member of group...' conditions and I cannot see the 'Hide the field...' and 'Restrict the transition to state'.
I can see the rest of the rule conditions and actions, and assume these rules are in a later version of DevOps. However, some features of DevOps have been restricted/removed by my IT. So I was wondering what version of DevOps they are part of (FYI we have a local version of DevOps)
I'm not sure what custom rule features you are referring to, but I would advise looking over Azure DevOps default permissions.
