Microsoft Certification Based Authentication - MC316448. Who does it affect?

How does this affect the end user using Outlook 2019, Outlook Office365 using App passwords?
How does it affect the end user using newer versions of Outlook, with User name and password?
What about Apple mail, ios mail app, Outlook for iPhone.

I believe Modern authentication is on by default in the backend of O365 admin console, however so is Basic Authentication.

    This does not affect clients. It's basically the introduction of a new method to connect via PowerShell, similar to the one we got for Connect-ExchangeOnline.
