IE Mode in Edge

We have a large amount of DVRs that we access through the IE browser. Unfortunately, those DVRs all require the browser to have ActiveX. Because of this, we can ONLY use IE. After a few days of research and testing, I was finally able to get Edge to recognize the address (IP) and try to open in IE Mode. The issue that I'm having is that once I hit go, the page asks permission to open in IE. If I agree, it opens in a standalone IE browser. If I decline, it simply closes Edge. I cannot, for the life of me, find a way around this. At this point, I am open to ALL suggestions.

    Ensure that the DVR's IP address is added to the trusted sites or local intranet zone in both Internet Explorer and Microsoft Edge. This can help prevent the repeated request for permission to open in IE Mode.
