How do you allow groups to start and stop DBforMySQL servers?

I've tried adding Microsoft.DBforMySQL/flexibleServers/start/action and Microsoft.DBforMySQL/flexibleServers/stop/action to a role which is showing as inherited in the server, as well as all of the other SQL built in roles and my IT group is still unable to start and stop the server - only the service administrator account can.

Anyone know which other permissions I might need to add?

No idea about which permissions you need to add, but you definitely need to change the tag for your question to be something that relates to MySQL on Azure. Right now, you have selected the general tag for SQL Server, which is something completely different.

Presumably it should be a tag starting in azure-. Maybe azure-mysql?
