Could you please which version of Office do you have, I suggest you go to one Office app, click File > Account > Product Information, check the Version Name and Version Number.
Besides, which Windows system does this user using? Such as Windows 10, Windows 11?
Please note, currently this visual update is available for Microsoft 365 subscribers running Current Channel builds, and users have following: Microsoft Office Home & Student 2021, Microsoft Office Home & Business 2021, Microsoft Office Professional 2021, and Microsoft Office Personal 2021.

If you are indeed using one of the above versions, but updating Office to the latest has no effect, I recommend trying to use the registry to modify the interface.
For example, Microsoft Office Home & Business 2021 includes Word, Excel, PowerPoint and OneNote as the image below.
- First, close all Office apps, then go to File explorer > View tab > Show/hide group > check the box of "File Name Extensions".
- Create one blank text file, copy the content below on this file. - After save this file, please change the extension to ”.reg“.
- Go to Registry Editor, locate to
Computer\HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Common\ExperimentConfigs\ExternalFeatureOverrides
, export this registry as a backup.
(Serious problems might occur if you modify the registry incorrectly. Before you modify it, please remember to back up the registry for restoration in case problems occur.) - Double click to run the .reg file, then open Office apps to have a check.

According to your image, there are Publisher Access, I need to confirm that, is your Office one of thses versions: Microsoft 365 Apps (Current Channel), Microsoft Office Home & Student 2021, Microsoft Office Home & Business 2021, Microsoft Office Professional 2021, and Microsoft Office Personal 2021?
This visual is not applied to all retail versions of Office 2021 at current time.
Such as the retail Office Professional Plus 2021, at the first time I open it, the New Look prompt appeared, but even if I followed the prompt to turn on Coming Soon and restart Office apps, it was still the same.
My registry action above doesn't work with this version either.

The product shown on your image is Microsoft Office Professional Plus 2021 instead of Microsoft Office Professional 2021.
This version is not listed on the blog that I shared.
Based on my previous test, I can not update the UI either.
I suggest you submit your request on Microsoft Feedback forum.

Hi @Emily Hua-MSFT , your method is working for mine. Change my license from professional plus into Office365, and there are no visual changes. But by doing your registry fix method, it is working for me. Thanks.

This method works in enabling the updated UI, but it doesn't seem to enable Mica on Windows 11.

However, after doing all this changes, I found the title bar is too much thick, which has taken up too much space vertically. I have no idea why Office is doing this to me...
