SMP Multi Processor scheduling

Running compression / encryption processes. The app allows me to limit the number of cores/threads. The Windows OS instead of utilizing that number spreads it across all cores/threads. This seems very inefficent? Why does Windows not recognize that it has free cores/threads and not keep bouncing around the workload? It seems like a trivial taks for the OS to realize that it can fix cores/threads to a process when it has many other core/threads?
