Public folder Mailbox missing in outlook client and in xml there is no <PublicFolderInformation> attribute

Exchange online public folder not visible on outlook client for incloud user, when we run outlook config test then the XML file does not have PublicFolderInformation details.

I have updated the defaultpuvlicfoldermailbox still there is publicfolderinformation on xml.

I want to confirm if the public folder mailbox locates in on-prem exchange server or exchange online?Does this issue occur to all cloud users or a specific user?
Check if users are members of the public folder?
- Go to the EAC and select Public folders
- Click on the public folder
- Go to Folder Permissions and select Manage
- Check if the problematic user accounts are listed there. If they’re not, add them.
- Even if the user accounts are visible in the list, remove them and add them again and check if this quick refresh solved the issue.

Users are member of public folder with publisher access. I have added and check multiple user permission is working fine.

To narrow down this issue, could you create a new public folder and check if users can access the new public folder? Or could you create a new user mailbox to check if this new user mailbox can access the problematic public folder?

I have created new user with onmicrosoft.com account and event that user is not able to view the public folder in outlook. Public folder works fine on outlook web app.
I have delete all the public folder mailbox primary and secondary and recreated all the public folder from scratch still the issue persist. After deleting primary public folder and recreating new one creates a secondary hierarchy and after sync it update it as primary hierarchy folder.
