How do I switch off the automatic test plan creation in Azure Devops?

We are using Azure Devops for monitoring of our SDLC and STLC. Most of our test plans are created by the testers but we also see that Test plans are being created automatically OR Test suites are automatically being added to manually created test plans. How can we ensure that this is switched off and only used when needed?
