Windows server 2019 IIS 10 website cannot be started

Windows server 2019 IIS 10 website cannot be started, the WAS and W3SVC service keeping stopping.

after check the event log, please find the following error, are there any service pack or hotfix for this issue?

Hi @Eddie Lam ,

WAS and W3SVC are important service in Windows. Did you try to reboot windows server to restart them?

Only some third-party defender tools and virus will cause this issue. Please try following methods.

Method 1

Start the server in safe mode.
If the error doesn't exist, perform a clean boot on server.
Method 2
Disable all third-party windows defender tools and scan server with Microsoft Safety Scanner. You can get this scanner from here by free. Microsodt Windows Defender is a great defender to protect your machine. There's no need to use other third-party tools.
Method 3
Perform SFC scan on your computer and check. Use SFC to troubleshoot missing or cprrupted system files.

Thanks for the reply, It still doesn't work starting with safe mode, and we did not install any third-party defender tools.

Originally, we are providing Webdav services from Windows server 2003 to our students, the application pool contains 15000 applications (virtual directory), it worked normally. However, we like to upgrade to windows server 2019 IIS 10, it also works well with few applications, after bulk generated with command "appcmd.exe" for 15000 applications, the Webdav and website cannot be started, and error WAS and W3SVC occurred, how can I solve this issue?

Hi @Eddie Lam ,

Did you try the method 3? It can scan all system files. If any one has problem, then use DISM /Online /Cleanup-Image /RestoreHealth to repair it. If it still cannot work, please reinstall IIS.

I have performed SFC scan, but CBS.log did not find any [SR] tag, reinstall IIS cannot fix the issue, after bulk generated around 15,000 virtual directories (web alias), the problem is occurred again
