Apply artifacts button disabled

Question

I created a VM and can't apply artifacts on it. The apply artifacts button is disabled and there is an error banner: "Apply artifacts feature is currently unavailable. This can occur when the virtual machine is stopped or the agent is unresponsive".

Is there a way to find out what exactly is causing this? I can't remote to the vm either and the logs are very thin. Tried the troubleshooting steps provided by Microsoft but they are not of much help.
