What kind of url did you get this error? Is it a SharePoint site url? You could follow these steps to troubleshooting this issue:
1.Please make sure your SQL server is not in stopped state.
2.This issue may happen when the SQL Server’s port (by default it would be 1433) used by some other program.
3.Please figure out which user is the app pool identity, then add it to the following groups in Computer Management: WSS_ADMIN_WPG, WSS_WPG, Administrators.
4.You could try to reset IIS.
