I've upgraded from an old SBS2011 server to a new ESS2019, and am getting a user license error . "The User Count Check detected a condition in your environment that is out of compliance with the licensing policy. This server will be automatically shut down if the issue is not corrected in 6 day(s) 1 hour(s) 30 minute(s). Please look for additional events for User Count Check to troubleshoot"
Looking for users I've found some old which Ive deleted but there are still more than 25 due to leftover accounts from SBS such as:

Can these be safely deleted? Are they even counted by ESS2019? Stopped using SBS2011 Exchange long long ago
Thanks
