Mouse pointer covers pop-up text and screen tips in Windows 10 Pro and applications

My mouse pointer covers the text which pops up when hovering my mouse over an item in various Windows applications (i.e. pop-up descriptions, screen tips, and others). I have tried high and low to identify and change the setting so I can read the text.

Please see below grab which shows a text pop-up box covered by the mouse pointer. (as the mouse pointer disappears in a print screen, I had to manually create this to properly demonstrate the issue I'm experiencing).

    perhaps I don't understand you, but the pointer is always on top, so of course will hide text beneath it?!
    Or do you mean the empty white space around your cursor in the screenshot?

    Did you perhaps increase the size of the mouse pointer? (from the settings app)

    Ok, after much digging, I didn't find a solution to moving the 'Pop-up Description' box, which I believe is the proper term. I found how to disable it, lengthen it, or shorten it. However, I did brainstorm an Idea that worked for me. I like using custom cursors and making my own. In doing so, I can set the 'Hot Spot', area of cursor that reacts to a clickable link, or in this case, the first area related to the cursor that will enable pop-up. This can be placed anywhere on the image. *see Attached screenshot. (Yes that's a German Shepherd cursor). So if you make a custom cursor and leave the rest of the unused area inside the square as Transparent, you can set the hot spot to the very upper corner and have your cursor image at the far opposite corner. This will give you a nice gap between your cursor image and the area that initiates the pop-up. So it essentially keeps the cursor from blocking pop-up as there is transparency in between. The software I use is a free download. It's free for 30 days, but you only need to make your cursor once and save a copy. Its called IcoFX3. I just ran into it last week and it worked perfectly. If not that one, there are plenty free Cursor makers. P.S. if you use that one, make sure to make it as a .cur file, as I mistakenly made .ico the first couple times. Good Luck. Hope this helps.
