Unable to trigger email in alerts and monitor

Tried to create a alert whenever the time elapsed for a pipeline is crossing 10 mins, even though the pipeline is running for more than 10 minutes, there is no alert fired and email is not received.

As I understand the ask here is that you were setting up alert when the time elapsed for a pipeline is crossing 10min. But you haven't received any email/alert even the pipeline is running for more than 10min.
To better assist on your query, could you please few additional details like, where are you configuring the alerts? Please do share few screenshots of the alert rule/condition configuration so that it will help us to troubleshoot better.
