Microsoft Teams Latency Question

Hello,

I was in a meeting at work and we were having unusually high latency causing many of the participants to be unable to be heard even when not muted. I found a source online which states that meetings are hosted in the datacenter closest to the first joiner, it also states that if the first joiner is in a location far from the other joiners, the meeting will be hosted in a suboptimal location. Is this a likely cause for unusual connectivity issues if the first joiner is in, for instance, India, and the rest of the team is in the United States?
