2 RDP Users for Windows Server 2019?

Hello,
We purchased one copy of Windows 2019 Server for our small company to have someone use locally (keyboard & mouse) and we have 2 other people who need to use it remotely. Currently, there is a maximum of 2 RDP connections however I've set it to 5, and yet when a third person tries to login it tells them to log one of the other 2 off.
How do you setup Windows 2019 Server for 3 users at a time?

    Yes, you'll need to purchase user or device RDS Cals for your deployment.

    (Its only 1 server, not multiple).
