I want to download Arabic language pack but it is not allowing me to do that. Kindly please help me in it.

    According to your description, I test on my environment, but I did not encounter with this issue, the language can be downloaded successfully on this page.

    I suggest you change the browsers, clear the cookies and cache to have a check.
    If any security software is enabled, I suugest you temporarily disable it.
    In addition, if you are using Windows 10, please reset your IE.
    If possible, please change the network connection for a test, such as mobile phone hotspot, etc.
