Cannot upgrade a W10 box to W11 with Samsung SSD 980 and SQL Server installed

Hi all,
my W10 box (21H2 with all Updates) is ranked "Ready for W11" by Health Check (See attached [1]) but no offering for an upgrade received yet from WUS. After downloading the Setup Assistant from MS download:

  • the setup starts successfully with the download.
  • It progresses normally to the stage where some last checks are done.
  • Stops with two messages that now say something is not supported yet.
  • Setup does not offer any next step (See attached [2])
  • Using "Close" leads to a "something went wrong" message (See attached [3])

The logs say, that Samsung SSDs and SQL Server of all versions are currently not supported. This is an outdated judgement, because the MS-Disk Controller driver (Stornvme) has a fix now to handle this incompatibility.

My questions:

  • Where can a place a bug report, that is read by the W11 migration crew?
  • Where can I place a bug-report for that error 0xC1900209 mentioned on the attachment [3]?

    When there is a update failure, Microsoft will place log files in multiple locations which are the following:

    C:\Windows\panther\ (if your Windows is in the C: drive)
    %WINDIR%\Panther
    %WINDIR%\Inf\Setupapi.log
    %WINDIR%\System32\Sysprep\Panther

    Do you have any third-party Anti-Malware product? If yes, try uninstall it and restart your PC and try again.
    Try update all of your Windows drivers.
    In the Windows 10, you may open start and search for feedback and open the Feedback Hub app and report this issue.

    Thank for your hints. I could find the reason for this problem in one of the "Panther" folders you mentioned:

    1. IExplorer is primary browser in one local account (Not mentioned in any W11 prerequisite documentation)
    2. SQL Server cannot run on Samsung SSDs (also not mentioned in any W11 documentation)

    The second issue is not solvable because its a driver problem or the like. The problem is already know in the community and in the Windows Insider feedback from problems with SQL Server on Samsung SSD on W11. I have added my findings to the Insider feedback. No response from MS. I don't understand this, because this incompatibility with Samsung SSDs is a major bug.

    Do you know an MS engineer we could alert personally?
