Network issues on Windows 10

My windows 10 computer has had issues for months with the network and I have been unable to fix.

If I download a file from Chrome and it is 500mb in size as an example after a few seconds or maybe after 10 seconds it will say failed network error. I will resume the download and this problem repeats itself. I will end up having to resume the download about 20 times.
I have a virtual machine with windows 7 on it using virtual box that I run from my windows 10 computer. If I download a file over 1gb in size using Chrome. The file downloads perfectly fine. Not once will I get the failed network error.

In iTunes I have a subscription to Apple music and when I try to stream a song sometimes it will jump to the next song immediately or sometimes it won't happen until about 10 seconds later. Other times it plays the song fine. I researched this and people say it is a network problem.

When I do meetings in zoom or teams however I have no issues. The audio never drops or cuts out. The video never freezes either.
Sometimes when I use RDP the window will lose connection for a few seconds. This can happen several times in a couple of hours.
I have swapped network card and the issue is still the same.
I rarely see packet loss. Only a few packets dropped out of hundreds.

I did a speed test and I get about 40mpbs download speed.
I have a laptop with windows 10 that has no issues with the network. It is about a few feet away from my desktop computer. When I run the speed test on there I get about 110mpbs.

What could the issue be? or what tools can I use to help figure out what is going on?

    Fix Network & Internet connection problems

    1. Renew IP address
    2. Reset Winsock
    3. Reset Hosts file
    4. Run Network Reset.
    5. Flush DNS cache
