Please list the steps performed and post a web link.
If a Windows refresh were performed it would have installed a fresh Windows version and deleted drivers and applications.
The process allows the saving of files.
This should have fixed any Windows update problems.
Please indicate whether it was or was not performed.
If it was not performed, indicate whether it is an option to perform now.
Place the computer into clean boot and report into the thread any impact on multiple reboots.
