How to access file explorer on an Xbox series S/X?

Upon launching Dev mode and selecting the file explorer tab from the home screen I am given an IP address to browse the files of my Xbox. After entering the address I only have two folders that cannot be explored and no folder can be created. I am trying to create a folder to upload files but the device portal has no editing options when browsing my drive. Instructions state I am supposed to see two folders, (WindowsApps and DevelopmentFiles) I see these folders but when trying to browse or create a new folder to copy files to nothing happens. I have installed Retroarch and set it as a 'game' vs an "app" but am still unable to browse any other folder locations in file explorer. Please advise?
