Azure Devops: Free parallel jobs count is down to zero second time during this week.

I have an organization in Azure DevOps for 4-5 years already.

I'm using MS hosted free parallel job. It was down to zero 1 week ago.

I requested and got a grant to use it again.

2 days ago it was down to zero again. Now I requested again for the grant.

Can anyone explain why it is keeping to go down to zero? And will it go to 0 every week?

P.S. I didn't use free 1800 minutes at any month.
