I am unable to install SQL Server 2019
The error message that I have been receiving is - sql server(setup exe) exit code decimal -2068054016-a previous installation required a reboot of the machine for changes to take effect. To proceed restart you computer and run set up again.
I have tried restarting the computer, however that didn't work.
Can someone please help.

I replaced the tag with [windows-server]. You might get better responses there if @Olaf Helper 's response doesn't resolve this for you.

You used the completly wrong tag "openspec" = Open Specifications, has noth to do with SQL Server.
That's a more a Windows issue, check the registry setting mention under "Pending Reboot Flags are in the Registry" at
