Availability of Adaptive Cards for Outlook in GCC

Are Adaptive Cards available for Outlook in GCC tenants? I have followed all of the guidance including registering with the Actionable Email Developer Dashboard. Using the actionable message debugger in the GCC Outlook Web client shows no errors and the adaptive card payload is attached. I can send the same card to none GCC tenants and/or GCC-based Teams channel and the adaptive card renders as expected.

Are Adaptive Cards supported in Outlook Web/Client in GCC? If so, what additional steps may be necessary to enable this (if it's disabled by default)? Is there some specific documentation surrounding this sort of scenario or outlining support for this in GCC?
