OneDrive Let people outside your organization Access your Site option missing in O365 Admin Center

Hi,

I recently turned off the option: Let people outside your organization access your site in O365 Admin Center>Active Users>%Username%>OneDrive>Manage External Sharing

Now, this particular setting is missing for this user. Other user's have the Manage External Sharing Setting available, but not the user that I disabled this for.
How would I go about re-enabling this?

OneDrive global sharing is set to the least security setting at the organization level, but I need to enable this for 1 user. It appears to have disappeared.

    Whether you receive this message “OneDrive‎ isn't set up for this user. Ask the person to go to portal.office.com/onedrive to set it up. It might take a while. If you still see this message 24 hours later, contact Support.”?

    You should set up OneDrive for this user first.

    Go to https://portal.office.com/, login with this user’s account, set up OneDrive, then go to Microsoft Office 365 Admin Center to change this user’s OneDrive external sharing settings.
