Can I see in Outlook 2016/2019 the email header of an email I have sent or just for the emails I have received?
It's just for received messages. What are you trying to achieve?

I agree with @Vasil Michev , you can only view the Internet header of the mail you receive.
To view the Internet header, follow the steps:
Double-click an email message to open it outside of the Reading Pane.
Click File > Properties.
