Remote debugging monitor permissions not retained

Each time the debugging monitor (MSVSMON.exe) is started, the permissions must be set.

Any changes to the permissions are not saved across sessions.

It's as if there is a file or registry ACL preventing the storing of permission changes.

I am using the latest VS2019 version.
Any ideas on why permission changes do not persist across debugging sessions?
