Why is New-PAMGroup's Active option False as soon as its created?

I created a New-PAMGroup and in the command's output the Active option is True. But when I do a Get-PAMGroup on the just created shadow group, the Active option is False.
Tried deleting the Group and re-creating it, but it shows Active: True only the first time it's created and everytime else it's Active:False.
Any idea what is causing the Group to behave in this manner?
