Permission to access the profile of other users

When I am logged in on a common user and I try to access another user's folder (example: C: \ Users \ Administrator), authentication is requested with an administrator user. I effect authentication and I can access the folder. So far so good. The problem is that after I restart the computer and I try to access the same folder logged in with the same user before, authentication is no longer requested. I wish it were not so, that is, it was always requested for authentication.

The default security permissions on a user's subfolders grant access to system, the user, and the Administrators group. To avoid the prompt, you need to grant the appropriate access to your account or a group like everyone or users. It all depends on your security requirements.

You did not read it right. What I want is precisely that the prompt always occurs. He occurred before and after an access, he stopped occurring. I do not want to have to remove the permissions again every time after I do an access.
