Surface Book 3 is causing Server 2019 to mark IP addresses as bad.

I have an issue where each time a surface Book 3 reaches the half life of it's DHCP address and attempts to renew it, something is causing it's renew address to be flagged bad, and every other available address it can find. It is only the SB3 that is exhibiting this behavior. The only work around I have discovered is to give the SB3 a static address. Has anyone else seen this behavior and do you know of a fix?

    It only occurs when the SB3 reaches half life on it DHCP address, just waiting for that to occur again so I can record the event.
