Can't add a new services

We didn't use azure too much. It was just synced for our Office 365 users.
We are moving to Dynamics Business Central so I need a storage container for backup purposes.
I'm trying to create a new storage container but it keeps bringing me back to the "Select an offer for your subscription" page. I selected the "Pay-As-You-Go" plan and it took me to the signup page. I entered my credit card details and it said "you're all set".

I still can't sign up for a service because it just keeps bringing me back to the signup page.

There are no spending limits.

    As I understand you are unable to sign-in into the Azure Portal am I Correct? Or You getting "Select an offer for your subscription" while creating Azure Storage Account?
    In which region are you trying to create the Storage account and how(portal, Powershell, CLI and more?

    This guide helps to resolve the issues in which you can't sign in to the Azure portal.
