How do I change a hybrid exchange primary server for office 365

I have 2 hybrid exchange servers for office 365, server A and Server B. If server A power off, then server B cannot migrate users from onprem to office 365. How do I change a hybrid primary server to server B? so that I can migrate with server B with server condition A Power off

    You need to make sure Server B is also published on the Internet. There exists public DNS records (mail.domain.com, autodiscover.domain.com, MX) point the server B.

    Mark sure MRSProxy is enabled on server B and there exist an admin account hosted on server B.

    Get-WebServicesVirtualDirectory | Format-Table -Auto Identity,MRSProxyEnabled  
    

    Then you will could rerun HCW to choose server B as the hybrid endpoint.
